Bessie D. Smith Park (412 East Olive Street-Shreveport) | District 3 – Victor Thomas
Scope of Work: Installing walking distance signs. Installing new animal art displays throughout park. Installing new LED park lighting.
Status: Walking Distance Signs, to be installed by May 15th. Animal Art Displays, to be installed by May 1st. New LED Park Lighting, currently receiving quotes from contractors.
Caddo Lake-Channel Markers (Louisiana Side Only) | District 1 – Chris Kracman
Scope of Work: Ongoing replacements and/or repairs of broken or missing channel markers, poles and reflectors.
Status: Year-Round
Caddo Parish Premier Park-Youth Baseball/Softball Complex via YMCA (2550 Flyer Drive-Shreveport)
Scope of Work: YMCA and Testament Construction(contractor) are facilitating construction management of new 8 field-youth baseball/softball complex. Estimated Cost: $7 million dollars. All infields will have synthetic grass turf installed. All fields will be lighted. Construction expected to be complete by early Spring or Summer 2025.
Earl G. Williamson Park (11425 LA 1-Oil City) | District 1 – Chris Kracman
Scope of Work: Converting existing tennis courts to 6 new pickleball courts. Installed new dug out benches and top-dressed grass athletic outfield.
Status: Pickleball Court Renovations, court layout reviewed and approved. TBA Studio (architect) currently developing scope of work and facilitating bid negotiations. Expected completion date is Fall 2024.
Earl G. Williamson Park via Boom or Burst Scenic Viewing Area Project | District 1 – Chris Kracman
Scope of Work: Constructing, pre-fabricated structure, approximately 3,750 square feet (50′ x 75′), that will be partially enclosed to house restrooms and storage space. The remaining area will be a large covered open space providing multiple views of the scenic, natural and wildlife characteristics of the park. Eight 4′ x 3′ interpretive panels will tell the stories of the byway.
Status: Contract and required Authorizing Resolution has been executed by DOTD and Parish of Caddo. CAPE Construction awarded contract via public bid for $434,150.00 | DOTD pays 80% and Parish pays 20% via local match. Construction to begin Summer 2024. Construction to be completed within 270 calendar days after contract has been executed.
Earl G. Williamson Park via LWCF Grant (Pending Grant Application) | District 1 – Chris Kracman
Scope of Work: To construct 1 new floating pier, install a new universal/ADA playground system (shade structure, safety surfacing and borders), install large shade structure over existing large concrete slab/picnic table area, install 37 new picnic shelters/concrete slabs and picnic tables. Provide drainage/erosion and required ADA accessible route improvements throughout park.
Status: Caddo Parish Parks Department has received approval for funding from the National Park Service (NPS). Louisiana Office of State Parks has received the official grant award notice from NPS. Parks Department is current waiting on the official contract to be executed by all parties. Project Total:$1,381,024.00. | $690,512.00 (Federal Share-NPS) and $690,512.00 (Local Share-Parish of Caddo).
Eddie D. Jones Park (8400 Mike Clark Rd.-Keithville) | District 11 – Ed Lazarus
Scope of Work: Installed additional play mounds in playground area. Developing preliminary designs and site plan for an 18-hole disc golf course. Installing new pre-fabricated metal building for park maintenance-to store vehicles and heavy equipment at park site. Hired a consulting firm (SJB Group-Baton Rouge) to facilitate a comprehensive trail maintenance plan for unimproved hiking and biking trails.
Status: Horse Trail Culvert over Cypress Bayou, bid opening was held on March 21st. Parish awarded contract to Benchmark Construction Group (qualified/low bidder). Executing contract to be signed by Parish and contractor. 18-Hole Disc Golf Course, to be completed in early Spring 2025. Maintenance Building, receiving quotes from contractors. Trail Maintenance Plan, to be completed by August 2024.
Greenbrook Park (8717 South Emerald Loop-Shreveport) | District 10 – Ron Cothran
Scope of Work: Replacing failed asphalt along walking trail-with new asphalt. Constructing a new mural art display.
Status: Asphalt Repairs-Walking Trail, purchase order issued to contractor (KAN Contracting). Work to be completed by May 1st (pending weather conditions). New Mural, local artist–KaDavien Baylor will submit layout and design of mural for approval. To be completed by June 1st (pending weather conditions).
Hannah’s Park (225 Oak Grove Lane-Shreveport) | District 9 – John Atkins
Scope of Work: Constructing new asphalt parking lot.
Status: TBA Studio will provide architectural services, bid negotiations and construction administration. To be completed by Fall 2024.
Horace M. Downs Park (8571 Crouch Dam Rd.,-Mooringsport) | District 1 – Chris Kracman
Scope of Work: No projects at this time.
Keithville Community Park (1201 Mansfield Rd.-Keithville) | District 11 – Ed Lazarus
Scope of Work: Top-dressed (filled in holes) athletic field and park open greenspace areas. Converting existing tennis courts to tennis/pickleball courts. Installing new LED court lighting. Installing new shade structure over existing playground. Installing new turf play mounds in park and new ADA transition ramps for existing playground system. and installing portable youth soccer goals (1 pair for U11-U12) on park grounds. Ordering new replacement parts for existing playground system (spiral tube, tube slide and crawl tube panel-color blue).
Status: Topdressing Ballfield and Park Greenspace Areas (filled in holes), Complete. Pickleball Courts, court layout reviewed and approved. TBA Studio (architect) will be developing scope of work, facilitating bid negotiations and construction administration. Expected completion date is Fall 2024. Intergovernmental agreement between Caddo Schools and Parish of Caddo has been executed. Court Lighting, receiving quotes from contractors once court renovations are complete. Turf Play Mounds, Purchase order issued to contractor (Hahn Enterprises). To be installed by June 1st. ADA Transition Ramps, Ordered. Portable Youth Soccer Goals (1 pair) for U11 – U12, to be installed on park grounds by May 1st. Replacement Parts for Playground System, delivered (GameTime). Installation to be completed by June 1st.
Milton James “Hookie” Cameron Memorial Park (10500 Wallace Lake Rd.-Shreveport) | District 9 – John Atkins
Scope of Work: Installing 2 new 8’ picnic tables. Removing old parking lot bumpers in parking lot- near picnic table area and replacing with new bumpers. Constructing new pier for boaters. Installing new LED lighting/poles in primary parking lot, boat launch and picnic areas.
Status: Picnic Tables, to be installed by May 1st. Parking Lot Bumpers, to be installed by June 1st. New Pier, will start receiving quotes from contractors’ late summer, once lake water level is low. New Park Lighting, to be installed by November 1st.
MLK Jr. Community Garden (2414 Dr. Martin Luther King Dr.-Shreveport) | District 2 – Gregory Young
Scope of Work: Cut down and removed all dead/diseased trees on garden site. Trimmed back and remove old greenery debris from park site property line.
Status: Complete
Noah Tyson Park (9300 Mira Myrtis Rd.-Rodessa) | District 1 – Chris Kracman
Scope of Work: Installed new park exterior LED lighting. Installed new lighting/fixtures in men and women restrooms. Installing new turf play mounds. Installing 2 new park benched. Constructing ADA asphalt transition walkway to playground system.
Status: Turf Play Mounds and ADA Asphalt Transition, to be installed/constructed by May 1st. 2 New Park Bleachers, ordered.
Parks and Recreation Office Renovations (2900 Hearne Ave.-Shreveport) | District 5 – Roy Burrell
Scope of Work: Constructing new office space for department staff (recreation coordinator and volunteers/summer youth workers); including exterior/parking lot light improvements and new landscaping/irrigation and outdoor signage.
Status: Preliminary floor plan approved. TBA Studio (architect) will facilitate construction via architectural services, bid negotiations and construction administration. Expected completion date is Summer 2024.
PBS Pinchback Park (7903 Jefferson Paige Rd.-Shreveport) | District 12 – Ken Epperson Jr.
Scope of Work: Restroom renovations, new large pavilion, new synthetic infield baseball turf and new fencing (playing perimeter, dug outs and backstop areas). Installing new shade structure over small playground system. Conduct feasibility study for the creation, construction and operation of a future recreation center at park site.
Status: Restroom Renovations, in progress. To be completed late summer 2024. Large Pavilion, demolition and removal of old pavilion is complete. Awaiting contract to be signed to construct/install new metal pavilion. Synthetic Baseball Turf/Fencing, contract has been executed between architect-TBA Studio and Parish of Caddo. TBA Studio will provide architectural services, bid negotiations and construction administration. New Shade Structure-Small Playground, receiving quotes from contractors. Feasibility Study, to be completed by June 2024.
Richard Fleming Park (7919 West Lakeshore Dr.-Shreveport) | District 1 – Chris Kracman
Scope of Work: Installed new LED lighting throughout park. Topdressed (filled in holes) on athletic grass field.
Robert G. Lawton, Jr. Playground (9272 Stratmor Dr.-Shreveport) | District 11 – Ed Lazarus
Scope of Work: No projects at this time.
Robert Nance Park (14770 Odom Rd.-Rodessa) | District 1 – Chris Kracman
Scope of Work: Installing new turf play mounds.
Status: Purchase order issued to contractor (Hahn Enterprises). To be installed by June 1st.
Town of Blanchard (402 Birch Ave.-Blanchard) | District 1 – Chris Kracman
Scope of Work: Converting existing tennis courts to 1 pickleball court.
Status: Pickleball Court, court layout reviewed and approved. TBA Studio (architect) will be developing scope of work, facilitating bid negotiations and construction administration. Expected completion date is Fall 2024. Intergovernmental agreement between Town of Blanchard and Parish of Caddo has been executed.
Town of Vivian (455 Rives St.-Vivian) | District 1 – Chris Kracman
Scope of Work: Installed new ballfield fencing for 1 youth baseball field at Patrick Bethany Memorial Ballfield Park. Constructing new asphalt walking trail at Legions Hill Park.
Status: New Asphalt Walking Trail, to be completed by June 1st (pending weather conditions).
Village of Mooringsport-Caddo Lake Drawbridge (500 N Croom St.-Mooringsport) | District 1 – Chris Kracman
Scope of Work: Village of Mooringsport is installing new LED lighting on the Caddo Lake Historical Drawbridge. Funding of $20,048.00 provided by the LPSC-Public Entity Energy Efficiency Grant Program. Intergovernmental agreement between Village of Mooringsport and Parish of Caddo has been executed-giving Village of Mooringsport approval to install new lighting on the drawbridge. Note: Parish of Caddo will not be responsible for maintaining and/or providing maintenance of newly installed lights.
Status: A completion date has not been determined by the Village of Mooringsport.
Walter B. Jacobs Memorial Nature Park-New Construction Project (8012 Blanchard Furrh Rd.-Shreveport) | District 1 – Chris Kracman
Scope of Work: Exhibit design process ongoing via design consultant, Taylor Studios. Architect (TBA Studio) facilitating preliminary surveying, soil testing, topographic and preliminary design of nature center building. Lincoln Builders was awarded CMAR bid. Currently the new main building will be 12,000 square feet(lobby/reception area, gift shop, 3 class rooms, administration spaces workrooms for staff, shower facilities for staff). 4,000 square feet of exhibit space and maintenance building. 8,465 square feet for the event center(400 people, catering kitchen, storage and restrooms). Total Square Feet: 24,465. Ordinance No.6304 of 2023 was introduce January 17th for the incurring of debt and issuance of $20,000,000 of General Obligation Bonds.
Status: Groundbreaking was held on Wed., August 30th. Administration hosting monthly update staff meetings. Construction to begin in Summer 2024. Expected construction completion date is late Summer 2025.
