Bessie D. Smith Park (412 East Olive Street-Shreveport) | District 3 – Victor Thomas

Scope of Work:  Installed new LED park lighting. Installed walking distance signs. Installed 1 concrete cornhole board set on park grounds. Installing new animal art displays throughout park. 

Status: Animal Art Displays, to be installed by October 1st (pending weather conditions).

 

Caddo Lake-Channel Markers (Louisiana Side Only) | District 1 – Chris Kracman

Scope of Work: Ongoing replacements and/or repairs of broken or missing channel markers, poles and reflectors.

Status: Year-Round

 

Caddo Parish Premier Park-Youth Baseball/Softball Complex via YMCA (2550 Flyer Drive-Shreveport)

Scope of Work: YMCA and Testament Construction(contractor) are facilitating construction management of a new 8 field-youth baseball/softball complex. Caddo Parish will have official naming rights to venue. Estimated Cost: $7 million dollars. All infields will have synthetic grass turf installed. All fields will be lighted. Construction expected to be complete by December 2025 or early spring 2026.

 

Earl G. Williamson Park (11425 LA 1-Oil City) | District 1 – Chris Kracman

Scope of Work: Installed new dug out benches and provided year-round turf maintenance on athletic field. Converting existing tennis courts to 6 new pickleball courts. 

Status: Pickleball Court Renovations, court layout reviewed and approved. TBA Studio (architect) currently facilitating bid negotiations. Bid Opening scheduled for September 17th. Expected completion date is Fall 2024. 

 

Earl G. Williamson Park via LWCF Grant | District 1 – Chris Kracman

Scope of Work: To construct 1 new floating pier, install a new universal/ADA playground system (shade structure, safety surfacing and borders), install large shade structure over existing large concrete slab/picnic table area, install 37 new picnic shelters/concrete slabs and picnic tables. Provide drainage/erosion and required ADA accessible route improvements throughout park. 

Project Total:$1,381,024.00. | $690,512.00 (Federal Share-National Park Service) and $690,512.00 (Local Share-Parish of Caddo).

Status: Caddo Parish Parks Department has received the official grant award letter from the Louisiana Office of State Parks, and all preliminary contract agreements with all parties have been executed. Currently preparing construction documents submittal to Office of State Parks for review/approval. To be completed by late Spring 2025.

 

Eddie D. Jones Park (8400 Mike Clark Rd.-Keithville) | District 11 – Ed Lazarus

Scope of Work: Installed additional turf play mounds in playground area. Removed downed trees and debris from trails due to spring storms. Constructed ADA transition ramps/pads to restroom sidewalk, playground, cornhole court and primary trail head sign.  Demolished old maintenance building.  Developed preliminary designs and site plan for an 18-hole disc golf course. Constructing new trail bridge/culvert over Cypress Bayou. Installing new pre-fabricated metal building for park maintenance to store vehicles and heavy equipment at park site. Hired consulting firm (SJB Group-Baton Rouge) to facilitate a comprehensive trail maintenance plan for unimproved hiking and biking trails.

Status: Horse Trail Bridge/Culvert over Cypress Bayou, construction starting date was July 29th. Construction to be completed in October 2024 (pending weather).

18-Hole Disc Golf Course, to be completed in early Spring 2025(pending weather). 

New Maintenance Building, currently receiving quotes from contractors for construction.

Trail Maintenance Plan, to be completed by December 2024.

 

Greenbrook Park (8717 South Emerald Loop-Shreveport) | District 10 – Ron Cothran

Scope of Work: Replaced failed asphalt along walking trail with new asphalt. Installed new mural art display. Installed 2 concrete cornhole board sets on park grounds.

 

Hannah’s Park (225 Oak Grove Lane-Shreveport) | District 9 – John Atkins

Scope of Work: Constructing new asphalt parking lot.

Status: TBA Studio will provide architectural services, bid negotiations and construction administration. To be completed by December 2024. 

 

Horace M. Downs Park (8571 Crouch Dam Rd.,-Mooringsport) | District 1 – Chris Kracman

Scope of Work: No projects at this time.

 

Keithville Community Park (1201 Mansfield Rd.-Keithville) | District 11 – Ed Lazarus

Scope of Work: Installed new shade structure over existing playground and replacement parts for existing playground system (spiral tube, tube slide and crawl tube panel-color blue).  Installed new LED court lighting for future tennis/pickleball court.  Installed portable youth soccer goals (1 pair for U11-U12) on park grounds for recreational play. Installed new turf play mounds in park and new ADA transition ramps for existing playground system and park pavilions/benches.  Installed 2 concrete cornhole board sets on park grounds. Top-dressed (filled in holes) athletic field and park open greenspace areas. Constructing metal roof replacements (Restroom Facility and 2 Park Pavilions). Converting existing tennis courts to tennis/pickleball courts. 

Status: Metal Roof Replacements (Restroom Facility and 2 Pavilions), Public Bid Opening scheduled for September 10th. Pickleball Courts, Public Bid Opening is scheduled for September 10th. Expected completion date is late Fall 2024.

 

Milton James “Hookie” Cameron Memorial Park (10500 Wallace Lake Rd.-Shreveport) | District 9 – John Atkins

Scope of Work: Installed 2 new 8’ ADA picnic tables. Removing old parking lot bumpers in parking lot/picnic table area and replacing with new bumpers. Constructing a new pier. Installing new LED lighting/poles for public safety (primary parking lot, boat launch and picnic areas).

Status: Parking Lot Bumpers, to be installed by November 1, 2024.  

New Pier, contractor selected. Expected completion date is Fall 2024.  

New Park Lighting, to be installed by November 1st, 2024 (pending weather).

 

MLK Jr. Community Garden (2414 Dr. Martin Luther King Dr.-Shreveport) | District 2 – Gregory Young

Scope of Work: Cut down and removed all dead/diseased trees on garden site. Remove old greenery/debris from park site property line.

 

Noah Tyson Park (9300 Mira Myrtis Rd.-Rodessa) | District 1 – Chris Kracman

Scope of Work: Installed new turf play mounds and park benches. Constructed ADA asphalt transition walkway to playground system. Installed new park exterior LED lighting(parking lot). Installed new light fixtures in men and women restrooms. Installed 2 new park benches. Installed 1 concrete cornhole board set on park grounds.

 

Parks and Recreation Office Renovations (2900 Hearne Ave.-Shreveport) | District 5 – Roy Burrell

Scope of Work: Constructing new office space for department staff (recreation coordinator and volunteers/summer youth workers); including exterior/parking lot light improvements and new landscaping/irrigation and outdoor signage.

Status: Preliminary floor plan approved. TBA Studio (architect) will facilitate construction via architectural services, bid negotiations and construction administration. Expected completion date is December 2024.

 

PBS Pinchback Park (7903 Jefferson Paige Rd.-Shreveport) | District 12 – Ken Epperson Jr.

Scope of Work: Completed new ADA compliant (men’s and women’s) restroom facility renovations. Completed construction of a new metal picnic pavilion-with 8 new ADA picnic tables on concrete slab foundation. Installed a new shade structure over small playground system. Installed 2 concrete cornhole board sets on park grounds. Completed feasibility study for the creation/construction and operation of a future recreation center on park site.  Constructing new a new synthetic baseball turf infield-with new fencing (around playing field, dug outs and backstop areas). Installing new LED lighting/poles for public safety (primary parking lot, basketball court and picnic pavilion areas).

Status:  Synthetic Baseball Turf/Fencing, contract awarded to Ark-La-Tex Contractors via public bid process. Construction to begin within 30-45 days. Expected completion date is late Fall 2024.

Richard Fleming Park (7919 West Lakeshore Dr.-Shreveport) | District 1 – Chris Kracman

Scope of Work: Installed new LED lighting throughout park. Installed 2 concrete cornhole board sets on park grounds. Topdressed (filled in holes) on athletic grass field.

 

Robert G. Lawton, Jr. Playground (9272 Stratmor Dr.-Shreveport) | District 11 – Ed Lazarus

Scope of Work: No projects at this time.

 

Robert L. Nance Park (14770 Odom Rd.-Rodessa) | District 1 – Chris Kracman

Scope of Work: Installed turf play mounds. Installed 2 concrete cornhole board sets on park grounds. Installed new safety bollards around park perimeter.

 

Town of Blanchard (402 Birch Ave.-Blanchard) | District 1 – Chris Kracman

Scope of Work: Converting existing tennis courts to 1 pickleball court. 

Status: Pickleball Court, Public Bid Opening is scheduled for September 17th. Expected completion date is Fall 2024. 

 

Town of Greenwood-William Peters Town Park | District 12 – Ken Epperson Jr.

Scope of Work: Installed new playground system, new swing set, inclusive spinner,  border and playground mulch safety surfacing. Installed 1 concrete cornhole board set on park grounds. Converting existing tennis court to 1 pickleball court.

Status: Pickleball Court, Public Bid Opening is scheduled for September 17th. Expected completion date is Fall 2024.

 

Town of Vivian (455 Rives St.-Vivian) | District 1 – Chris Kracman

Scope of Work: Installed new ballfield fencing for 1 youth baseball field at Patrick Bethany Memorial Ballfield Park. Constructed a new asphalt walking trail at Legions Hill Park.

 

Village of Belcher-Veterans Memorial Park(310 Gray Street-Belcher) | District 1 – Chris Kracman

Scope of Work: Installed new playground mulch safety surfacing. Installing 2 new picnic tables.

Status: 2 new park benches ordered, waiting to be installed.  

 

Village of Mooringsport Park | District 1 – Chris Kracman

Scope of Work: Installed new swing seats and swing chains, power washed 2 basketball courts and painted new basketball court lines. Installed 4 new basketball goal post-protective pads on and installed new chain nets on all basketball goal rims. Installed new playground mulch safety surfacing.

 

Village of Mooringsport-Caddo Lake Drawbridge (500 N Croom St.-Mooringsport) | District 1 – Chris Kracman

Scope of Work: Village of Mooringsport installed new LED lighting on the Caddo Lake Historical Drawbridge(August 2023). Funding of  $20,048.00 provided by the LPSC-Public Entity Energy Efficiency Grant Program. Intergovernmental agreement between Village of Mooringsport and Parish of Caddo was executed in 2023-giving Village of Mooringsport approval to install new lighting on the drawbridge. Note: Parish of Caddo will not be responsible for maintaining and/or providing maintenance of newly installed lights.

 

Walter B. Jacobs Memorial Nature Park-New Construction Project (8012 Blanchard Furrh Rd.-Shreveport) | District 1 – Chris Kracman

Scope of Work: Exhibit design process ongoing via design consultant, Taylor Studios. Architect (TBA Studio) facilitating  preliminary surveying, soil testing, topographic  and preliminary design of nature center building. Lincoln Builders was awarded CMAR bid-$13,746,146.   Currently the new main building will be 12,000 square feet(lobby/reception area, gift shop, 3 class rooms, administration spaces workrooms for staff, shower facilities for staff). 4,000 square feet of exhibit space and maintenance building. 8,465 square feet for the event center(400 people, catering kitchen, storage and restrooms). Total Square Feet: 24,465. Ordinance No.6304 of 2023 was introduce January 17th for the incurring of debt and issuance of $20,000,000 of General Obligation Bonds.

Status: Construction begin on June 10, 2024. Expected construction completion date is August 4, 2025 (420 days).
