2025 Parks Department-2025 Capital Project Status Report

Caddo Lake Channel Markers (Louisiana Side Only) | District 1 Chris Kracman

Scope of Work: Year-round replacements and/or repairs of broken or missing channel markers, poles and reflectors.

 

Caddo Parish Pickleball Park (East Flournoy Lucas Rd.-Shreveport, LA) | District 9 – John Atkins

Scope of Work: The Caddo Parish Commission is considering ordinance #6548 to appropriate $10 million to construct a 19-court pickleball facility in partnership with the YMCA.  The pickleball facility will be a tournament-level facility behind the Lash Family YMCA, off East Flournoy Lucas Rd. in Shreveport.

Status: Final Public Hearing and Vote, will be held on Thursday, September 18, 2025.

 

Caddo Parish Premier Youth Baseball/Softball Complex (2550 Flyer Drive-Shreveport, LA)

Scope of Work: YMCA and Testament Construction (contractor) are facilitating construction management of a new 8 field-youth baseball/softball complex. Parish of Caddo has secured official naming rights of this athletic venue (2 million dollars), and will partner with YMCA and Shreveport Little League to play Caddo Parish Parks and Recreation Department youth baseball/softball league games and/or tournaments. Estimated Construction Cost: $9.8 million dollars. All infields will have synthetic grass turf installed. All fields will be lighted. 

Status: Construction expected to be complete by summer of 2026.

 

Earl G. Williamson Park (11425 LA Hwy. 1-Oil City, LA) | District 1 – Chris Kracman

(Land and Water Conservation Fund Grant for Park Improvements)

Scope of Work: Constructing 1 new accessible floating/aluminum fishing pier. The pier will be 203 ft. long, with a 60ft cross pier at the end of the walkway. The walkways will be 10ft. wide. The pier will be attached to new and existing wood piles.

Installing a new universal/accessible playground system for 5–12-year-olds (with shade structure, safety surfacing and borders), installing 1 large shade structure over existing large concrete slab/picnic table area, installing 37 new picnic shelters/concrete slabs and picnic tables. Constructing ADA accessible route improvements throughout park. Project Total: $1,381,024.00. | $690,512.00 (Federal Share-National Park Service) and $690,512.00 (Local Share-Parish of Caddo). 

Status: Construction to be completed by January 30, 2026 (pending weather). Construction will not interfere with the annual Christmas on Caddo Fireworks Festival or permitted fishing tournaments.

 

(Flood Study/Engineering Report)

Scope of Work: Completed Flood Study/Engineering Report for 40-acre park. The study revealed 83% of flooding in the disc golf/northern backside area of park is from a 1.03 square mile area upstream of LA Hwy. 1. A 10’ wide x 10’ tall concrete box culvert under the highway conveys this runoff into the park, through the disc golf/northern backside area of park. When Caddo Lake flood depths increase, backwater will also inundate the course/north end area of park. Estimated cost to repair will be 1.6 million dollars to construct another concrete box culvert to divert the 1-year and 2-year return storms directly to Caddo Lake. 

Status: Flood Study Engineering Report, is complete. Parks department staff will aggressively seek external grant funding opportunities (state and federal) in 2026 via National Park Service or State of Louisiana-Office of State Parks for needed funding sources to complete recommended repairs.

 

(Boom or Burst Scenic Viewing Area Project) 

Scope of Work: To construct of a pre-fabricated structure, approximately 3,750 square feet (50′ x 75′), that is partially enclosed to house restrooms and storage space. The remaining area is a large covered open space providing multiple views of the scenic, natural and wildlife characteristics of the park. Eight 4′ x 3′ interpretive panels will tell the stories of the local byways of Caddo Parish.

Status: Construction to begin in October 2025.

 

Eddie D. Jones Park (8400 Mike Clark Rd.-Keithville, LA) | District 11 – Ed Lazarus

Scope of Work: Demolished old maintenance building. Constructing new pre-fabricated metal building for park maintenance to store vehicles and heavy equipment at park site. Developed preliminary designs and site plan for a new 18-hole disc golf course. Removing downed trees/debris from trails-due to spring storms. Facilitating Extreme Sports feasibility study-recommending cost estimates/funding sources for future Caddo Parish capital park improvements at Eddie D. Jones Park.

Status: Feasibility Study, to be complete by December 2025.

 

Greenbrook Park (8717 South Emerald Loop-Shreveport, LA) | District 10 – Ron Cothran

Scope of Work: Installed new security cameras throughout park for safety purposes and to deter crime activity in park. Replaced all vandalized playground equipment and new rubber mulch nugget-safety surfacing for playground system. Constructing a new men’s/women’s restroom facility. Installing a new fabric shade structure over the new playground system. Re-painting adult and youth basketball courts.

Status: Restroom Facility, surveying currently being conducted by architect. Basketball Court Re-Painting, to be complete by October 2025.

 

Hannah’s Park (225 Oak Grove Lane-Shreveport, LA) | District 9 – John Atkins

Scope of Work: Constructing new basketball court (post tension concrete) with fiberglass backboards, retractable rims and fully color-painted basketball court/court lines.

Status: Project currently going through the preliminary public bid process.

 

Keithville Community Park (1201 Mansfield Rd.-Keithville, LA) | District 11 – Ed Lazarus Installed new LED court lighting for future tennis/pickleball court. Converting existing tennis courts to tennis/pickleball courts, including new park benches, covered shelter over spectator bleachers, and accessible walking paths from parking lot to restroom facility and courts. 

Status: To be completed by October 1, 2025.

 

Milton James “Hookie” Cameron Memorial Park (10500 Wallace Lake Rd.-Shreveport, LA) | District 9 – John Atkins

No projects at this time.

 

MLK Jr. Community Garden (2414 Dr. Martin Luther King Dr.-Shreveport, LA) | District 2 Gregory Young

Cut down and removed all dead/diseased trees on garden site. Added new garden plots to site.

 

Noah Tyson Park (9300 Mira Myrtis Rd.-Rodessa, LA) | District 1 – Chris Kracman

Re-anchored existing turf play mound, due to flooding/high water levels.

 

Parks and Recreation Office Renovations (2900 Hearne Ave.-Shreveport, LA) | District 5 – Roy Burrell

Completed construction of new office space for department staff (recreation coordinator and volunteers/summer youth workers), including exterior/parking lot light improvements and new landscaping/irrigation.

 

P.B.S. Pinchback Park (7903 Jefferson Paige Rd.-Shreveport, LA) | District 12 – Ken Epperson Sr.

Scope of Work: Installed new fabric shade structure over existing small playground system. Installed new security cameras throughout park for safety purposes and to deter crime activity in park. Installed new dugout bleachers for youth baseball field. Installed new spectator bleachers for youth baseball field.

 

Richard Fleming Park (7919 West Lakeshore Dr.-Shreveport, LA) | District 1 – Chris Kracman

Scope of Work: Installed rubber mulch nugget-safety surfacing for playground system. Constructing accessible transition walking paths from main picnic pavilion to restroom facility.

Status: Walking Paths, property currently being surveyed by architect. To be completed by December 31, 2025. 

 

Robert L. Nance Park (14770 Odom Rd.-Rodessa, LA) | District 1 – Chris Kracman

Scope of Work: Installed new shade structure over existing playground system. Installed new turf play mounds. Installed rubber mulch nugget-safety surfacing for playground system. Installed 2 concrete cornhole board sets on park grounds. Installed new safety bollards around park perimeter.

 

Town of Blanchard (402 Birch Ave.-Blanchard, LA) | District 1 – Chris Kracman

Scope of Work: Converting existing tennis court surfacing to 1 pickleball court. Installing 2 park benches for pickleball players.

Status: Pickleball Courts, to be completed by October 1, 2025. Park Benches, on back order- will install once delivered.

 

Town of Greenwood-William Peters Town Park (9360 Greenwood Rd.-Greenwood, LA) | District 12 – Ken Epperson Sr.

Scope of Work: Converted existing tennis court surfacing to 1 pickleball court. Installing 2 park benches for pickleball players.

Status: Pickleball Courts, to be completed by October 1, 2025. Park Benches, on back order- will install once delivered.

 

Town of Vivian (455 Rives St.-Vivian, LA) | District 1 – Chris Kracman

Installed new set of spectator bleachers for youth baseball field at Patrick Bethany Memorial Ballfield Park. 

 

Walter B. Jacobs Memorial Nature Park-New Construction Project (8012 Blanchard Furrh Rd.-Shreveport, LA) | District 1 – Chris Kracman

Scope of Work: Constructing new nature center that will consist of 12,000 square feet (lobby/reception area, gift shop, 3 class rooms, administration spaces workrooms for staff, shower facilities for staff). 4,000 square feet of exhibit space and maintenance building. Constructing new Event Center that will consist of 8,465 square feet for (400 capacity, catering kitchen, storage and restrooms). Total Square Feet: 24,465. Construction began on June 10, 2024. 

Status: WBJ Park, Nature/Event Facilities will open to the public in November 2025.
